Lift outside seal (Figure 2, Item 2) and close ECU (B) fold-down panel (Figure 2, Item 1).

Turn latches (Figure 3, Item 3) clockwise, to hold ECU (B) fold-down panel (Figure 3, Item 1) in place, and
secure latch bolts (Figure 3, Item 2).
